Design, Development, and Validation of Aparri Fishery Resources Management System

This study developed and evaluated a fishery resources management system tailored for needs of Municipal Agriculture Office – Aparri. The system goal was to streamline the process in managing catch data since the agency currently rely on manual record-keeping. Using a descriptive-analytical developmental research design, the study utilized Agile methodology for development and ISO 25010:2023 standards alongside the Unified Theory of Acceptance and Use of Technology 2 (UTAUT2) for End-Users evaluation. Three staff of Municipal Agriculture Office, eight barangay consolidator and ten IT experts participated via selective purposive sampling. Data were collected through semi-structured interview, document reviews, and system assessments. The system evaluation by the IT Experts specified high compliance with ISO standards with an overall weighted mean of 4.11 and strong user acceptance in terms of usefulness and ease of use with overall mean of 4.11 and 4.20, respectively. The Municipal Agriculture Office is recommended to accept and use the system to support the development of policies related to the conservation of fishery resource, also, further studies are suggested focusing on the reliability and maintainability.
