Abstract

Araling Panlipunan plays a significant role in developing learners’ historical understanding, cultural awareness, civic responsibility, and social participation. In rural educational settings, localized pedagogical practices become essential in making social science instruction more meaningful and culturally relevant to learners. This qualitative case study explored the localized instructional practices employed by Araling Panlipunan teachers and examined their influence on civic engagement among secondary learners in rural Ifugao schools. Data were gathered through semi-structured interviews, classroom observations, and document analysis involving Araling Panlipunan teachers from Lawig National High School and selected rural secondary schools in Ifugao. Findings revealed that teachers employed contextualized instruction, indigenous knowledge integration, community-based learning activities, and reflective classroom discussions to strengthen learner engagement and civic consciousness. The study further revealed that localized pedagogies enhanced learners’ appreciation of local history, cultural identity, social responsibility, and participatory citizenship. However, challenges such as limited instructional resources, insufficient localized materials, and learner disengagement remained persistent instructional concerns. Despite these challenges, teachers demonstrated adaptive and culturally responsive teaching practices that fostered meaningful civic learning experiences. The study highlights the importance of contextualized and culturally grounded social science education in strengthening civic engagement among rural secondary learners.
